En los últimos tiempos, la necesidad de mejorar la Calidad de todos nuestros productos se ha hecho cada vez más imprescindible, con el objeto de continuar avanzando en un mercado cada vez más competitivo.
Como proveedor de P4Q Electronics, P4Q USA, PFQ Kunshan, P4Q Suntrack Services o P4Q Health (en adelante P4Q) es de suma importancia que se conciencie de ello, y asegure que los productos que nos suministra cumplan con los requisitos de Calidad que se detallan en este Manual, para ser proveedor de nuestra sociedad.
Entienda siempre este Manual como una parte más de nuestras condiciones de compra.

As a supplier of P4Q Electronics, P4Q USA, PFQ Kunshan, P4Q Suntrack Services or P4Q Health (hereinafter P4Q) you must become aware of it and ensure that the products you supply us meet the Quality requirements detailed in this Manual, to be a supplier of our company.
Always understand this Manual as one more part of our Purchasing Conditions.

A todas las empresas que fabriquen y/o suministren Materia Prima, componentes, incorporables u operaciones subcontratadas a P4Q.
La Dirección de Compras tiene la facultad de determinar la aplicación o exención (siempre mediante comunicación escrita) de este Manual a cualquier proveedor cuando por causas excepcionales (procesos especiales, suministrador único, ...) lo considere oportuno.
Este acuerdo de garantía de calidad se aplicará por un período ilimitado, tendrá efecto inmediato desde la aceptación del primer pedido de compra y puede cancelarse por escrito con una antelación de 6 meses antes de terminar el año. El acuerdo deberá, sin embargo, seguir siendo efectivo en relación con cualquier otro acuerdo, para seguir realizando las entregas hasta su terminación.
Las modificaciones y/o los suplementos a este acuerdo sólo serán efectivos si se realizan en un suplemento escrito firmado por ambas partes.

To all companies that manufacture and/or supply Raw Materials, components, incorporates or subcontracted operations to P4Q.
The Management of Purchasing has the power to determine the application or exemption (always by written communication) of this Manual to any supplier when for exceptional reasons (special processes, single supplier, ...) deems it appropriate.
This quality assurance agreement will apply for an unlimited period, will take immediate effect upon acceptance of the first purchase order, and maybe canceled in writing 6 months before the end of the year. The agreement must, however, remain effective concerning any other agreement, to continue making the deliveries until its termination.
Modifications and/or supplements to this agreement will only be effective if made at a written supplement signed by both parties.
Para poder ser suministrador de P4Q, será imprescindible haber sido homologado o estar en proceso y constar como tal en el listado de proveedores homologados elaborado y mantenido por Compras. Será requisito indispensable contar con la certificacion ISO 9001 o estar en vías de certificación. Será muy valorable la certificación IATF 16949 para aquellos proveedores de componentes y servicios de automoción y la certificación ISO 13485 para los proveedores de componentes específicos y servicios de producto sanitario.
El proveedor es responsable de la Calidad de los suministros que efectúe y garantizará un sistema que mantenga los standards, tanto en su recepción como durante el proceso, y en la especificación del mismo, tal y como se requiera.
El proveedor tiene la responsabilidad de asegurarse de que los productos suministrados a P4Q cumplen con los requisitos legales y/o reglamentarios vigentes.
El proveedor debe notificar a P4Q los cambios en el producto a suministrar antes de la implementación de cualquier cambio que pueda afectar a la capacidad del producto para cumplir los requisitos de compra especificados.
El proveedor debe de mantener una persona responsable de la Calidad dentro de su organización, con la suficiente autoridad como para tratar todos los asuntos relacionados con ella.
El proveedor deberá facilitar el contacto de esta persona, así como el canal de comunicación.
Es responsabilidad del proveedor el establecer un sistema que asegure que todos los productos comprados con destino a P4Q, cumplan con los requisitos establecidos en el pedido de compra y asegure la certificación de los mismos.
Debido a las normas de aseguramiento de calidad se realizarán las inspecciones necesarias exclusivamente por parte del proveedor. P4Q sólo comprobará daños producidos durante el transporte, la identidad y la calidad de las mercancías entrantes.
El proveedor deberá establecer un sistema que asegure que su fabricación se está realizando de acuerdo con la última documentación en vigor.
En caso de discrepancia prevalecerá la revisión solicitada en el pedido de compra frente a la última documentación que el proveedor pudiera poseer.
El proveedor es responsable de que todos los aparatos de medición y ensayo utilizados en las distintas verificaciones estén debidamente identificados y sometidos a estricta disciplina de calibración según la normativa que aplique a cada producto. Deberá establecer la frecuencia de las calibraciones y guardar registro de los resultados.
Los certificados, resultados de test y/o CoC (PCBs) deberán ser enviados mediante mail a purchasecertificates@p4q.com indicando al menos número de pedido, número de parte de P4Q y planta destino (ALO, USA, CN)
Los proveedores homologados de P4Q, deberán mantener la trazabilidad del producto según los requerimientos de homologación. Pudiendo ser requerida en cualquier momento por cualquiera de las entidades del grupo.
Todos los proveedores que sean homologados por P4Q entran a trabajar con calidad concertada.
El proveedor debe garantizar la calidad en su proceso de fabricación mediante planes o pautas de control que establezcan el sistema de cómo efectuar los controles específicos.
El proveedor también debe garantizar el cumplimiento del FIFO en su proceso productivo.
La detección de un envío fuera de especificación supondrá el rechazo del lote completo.
El procedimiento a seguir en caso de detectarse una no conformidad será el siguiente:
1. Si P4Q detecta una desviación en relación con los requisitos de compra, enviará un informe de no conformidad al proveedor.
2. El proveedor tiene que resolver las reclamaciones con el informe 8D. El tiempo para responder es el siguiente:
- Acción a corto plazo D3: 24 horas (si no se solicita inmediatamente)
- Implementación de acción permanente D6: 5 días de trabajo
-Cierre del informe 8D: 30 días de trabajo
Los costes asociados a la no calidad del producto o servicio contratado serán a cargo del proveedor.
3. En caso de que sean necesarias selecciones y/o recuperaciones en P4Q o en el Cliente Final, el Proveedor organizará estas acciones de acuerdo con el departamento de Calidad de P4Q en las siguientes 24 horas.
4. En situaciones críticas, P4Q podrá empezar acciones de contención provisionales hasta que el Proveedor pueda hacerse cargo de la situación, e informará al Proveedor de estas acciones y del costo de las mismas.
P4Q se reserva el derecho de cargar por cada informe de no conformidad generado en concepto de gastos de Gestión, se informará en cada reclamación.
Todos los costes generados por una no conformidad serán por cuenta del proveedor.
P4Q se reserva su aceptación bajo desviaciones de ingeniería, por necesidades de fabricación.
El proveedor indicará las acciones correctivas necesarias para subsanar el defecto e identificará el primer envío tras la implantación de las mismas.
En caso de enviar material reparado/retrabajado éste también deberá ser identificado de la manera acordada con P4Q.
Los requisitos de P4Q Electronics están definidos en la instrucción IT.741.03 “Instrucciones de Embalaje e identificación para Proveedores.”
En las operaciones subcontratadas, (montajes, cableados, etc..) en las que P4Q envíe piezas al proveedor para realizar alguna operación, el proveedor deberá mantener siempre la identificación de los embalajes enviados por P4Q y bajo ningún concepto (salvo autorización expresa del Dpto. de Calidad de P4Q), se podrán mezclar piezas de lotes diferentes en un mismo contenedor o embalaje.
Junto con la mercancía deberá adjuntarse el albarán de entrega, en el que se especificará al menos el código de producto P4Q así como el número del pedido de Compra y la fecha de albarán.
En el caso en el que P4Q suministre al proveedor algún sistema de pruebas, será responsabilidad de P4Q formar al proveedor en el mantenimiento del mismo y a suministrarle los repuestos necesarios para su correcto mantenimiento o proporcionarle la lista de referencias y proveedores donde adquirirlos.
P4Q suministrará al proveedor una pieza máster para poder verificar el correcto funcionamiento del test. Así mismo, P4Q será responsable de la Calibración del equipo de test si fuese necesario.
La homologación de muestra inicial es obligatoria siempre que se presente uno de los siguientes casos:
El proveedor deberá enviar muestras iniciales para su aprobación antes de la fabricación en serie. P4Q indicará la documentación, número de muestras y condiciones que se deben remitir. El PPAP se solicitará en los casos en que se considere oportuno para componentes no comerciales (IT.741.02).
El proveedor se compromete a informar sobre sus capacidades productivas cuando éstas no alcancen a cubrir la demanda solicitada por P4Q.
Se archivarán las muestras iniciales y su documentación, según los requisitos de P4Q y si esto no se define, se archivarán mientras dure la relación contractual entre ambas empresas.
Cualquier excepción a este requisito debe acordarse previamente a través del Departamento de Compras de P4Q Electronics.
La aceptación de muestra o del Informe de Inspección de Muestras, no elude al proveedor en su responsabilidad de producir de acuerdo con la especificación.
P4Q Electronics podrá efectuar visitas de auditoría al proveedor, tanto a proveedores actuales como a posibles nuevos proveedores que se propongan, para asegurar que todo el sistema por él establecido garantice la fiabilidad de sus suministros y cumpla con los requisitos establecidos en este manual.
Se evaluará anualmente el desempeño del proveedor incorporando los conceptos de calidad de los envíos, servicio y capacidades técnicas.
De este modo se realiza una evaluación del proveedor en lo relativo a su desempeño a nivel de calidad, servicio y a nivel de cumplimiento de entregas. y/o suministro. Para ello se seguirá el proceso indicado en el PG.741.04 Seguimiento y evaluación del proveedor.
Los resultados de las evaluaciones serán tenidas en cuenta por Compras a la hora de mantener las referencias y/o asignar nuevas referencias.
Anualmente se notificará a los proveedores clasificados como B o C los resultados de la evaluación para que tomen las medidas correctoras oportunas. Se pedirá un plan de acción para mejorar la valoración.
Los proveedores clasificados como no “A”, podrán ser bloqueados para nuevos proyectos o incluso para los existentes. Quedando reflejado este bloqueo en nuestro sistema ERP.
El proveedor se compromete a mantener una estricta confidencialidad sobre cualquier dato aportado por P4Q referente a sus productos o de sus clientes.
Desde P4Q apostamos firmemente por un modelo de empresa sostenible, aunando el crecimiento económico y la responsabilidad social, con el entorno y las personas.
En este sentido el proveedor se compromete a tener estricto cumplimiento de la legalidad vigente, evitando cualquier conducta que no sea éticamente aceptable y que no se base en criterios de honestidad e integridad moral. El Proveedor debe rechazar cualquier práctica corrupta, en especial los sobornos.
Creemos que el compromiso de establecer una Política de Compras Responsable es una de las estrategias más efectivas para limitar los efectos negativos del impacto ambiental de nuestra actividad, y optimizar el consumo de materias primas y recursos naturales así como reducir la generación de residuos.
En caso de que cualquier cláusula individual de este acuerdo resultara no válida o perdiera su validez, la validez de este acuerdo no se verá afectada y, en tal caso la mencionada cláusula se modificará con el contenido más cercano a la intención original.
To be a supplier of P4Q, it will be essential to have been approved or in process and to be listed as such in the list of approved suppliers prepared and maintained by Purchasing. It will be essential to have ISO 9001 certification or to be in the process of certification. IATF 16949 certification will be highly rated for those suppliers of automotive components and services and ISO 13485 certification for suppliers of specific components and services for Medical Devices.
The supplier is responsible for the quality of the supplies made and will ensure a system that maintains the standards, both at its reception and during the process, and in the specification thereof, as required.
Supplier is responsible for ensuring that products supplied to P4Q comply with applicable legal and/or regulatory requirements.
A supplier must notify P4Q of those changes in the delivered product before the implementation of any changes that could affect the capacity of the product to fulfill the specified purchasing requirements.
The supplier must maintain a person responsible for Quality within your organization, with sufficient authority to deal with all matters related to it.
The supplier must facilitate the contact for this person, as well as the communication channel.
The supplier’s responsibility is to establish a system that ensures that all products purchased delivered to P4Q meet the requirements indicated in the purchase order and ensure their certification.
Due to quality assurance standards, the necessary inspections will be carried out exclusively by the supplier. P4Q will only check for damage caused during the transport, identity, and quality of incoming goods.
The supplier shall establish a system to ensure that its manufacture is being carried out following the latest valid documentation.
In case of discrepancy, the revision in place at the time of the purchase order will prevail over the last documentation that the supplier may possess.
The supplier is responsible that all measuring and testing devices used in the different tests and checkings are properly identified and subjected to strict calibration according to the normative applied to each product. A supplier must set the frequency of calibrations and keep track of the results.
Certificates, test results, and/or CoC (PCBs) must be sent by mail to purchasecertificates@p4q.com indicating at least the order number, P4Q part number, and destination plant (ALO, USA, CN)
P4Q approved suppliers shall maintain product traceability according to homologation requirements. It can be required at any time by any of the entities of the group. All suppliers that are approved by P4Q enter to work with concerted quality.
The supplier must ensure quality in its manufacturing process using plans or control guidelines that establish the system of how to carry out specific controls.
The supplier must also ensure compliance with FIFO in its production process.
Detecting an out-of-specification shipment will result in the rejection of the entire batch.
The procedure to be followed if a non-conformity is detected shall be as follows:
1. If P4Q detects a deviation concerning the purchase requirements, it will send a non-conformance report to the vendor.
2. The vendor has to resolve the claims with the 8D report. The time to respond is as follows:
- Short-term action D3: 24 hours (if not requested immediately)
- Implementation of permanent action D6: 5 working days
-Closing the 8D report: 30 working days
The costs associated with the non-quality of the contracted product or service will be borne by the supplier.
3. If sorting and/or repairs are required in P4Q or Final Customer, the Supplier will arrange these actions in accordance with the P4Q Quality department within 24 hours.
4. In critical situations, P4Q may begin provisional containment actions until the Supplier can take over the situation and shall inform the Supplier of these actions and the cost thereof.
P4Q reserves the right to charge for each non-conformance report generated the corresponding Management Expenses, it will be reported in each claim.
All costs generated by a non-conformance will be at the supplier's expense.
P4Q reserves its acceptance of the material or service, for manufacturing needs. under engineering deviation.
The supplier will indicate the corrective actions necessary to remedy the defect and identify the first shipment after the implementation of the remedy.
In case of sending repaired/reworked material, it must be identified in the way agreed with P4Q.
P4Q Electronics requirements are defined in IT.741.03 "Supplier Packaging and Identification Instructions."
In subcontracted operations (assemblies, wiring, etc.) in which P4Q submits parts to the supplier to perform any operation, the supplier must always maintain the identification of the packaging sent by P4Q and under no circumstances (unless expressly authorized by the P4Q Quality Department), different batch parts may be mixed into the same container or packaging.
Along with the goods, the delivery note must be attached, specifying at least the P4Q Product Reference Code as well as the number of the Purchase Order and the Delivery Note date.
In the situation that P4Q provides the supplier with a test system, it is the responsibility of P4Q to train the supplier in the maintenance of the equipment and to supply the necessary spare parts for its correct maintenance or provide the list of references and suppliers where to purchase them.
P4Q will provide the supplier with a master part to verify the correct functioning of the test. P4Q will be responsible for the calibration of the test equipment if necessary.
Initial sample approval is mandatory provided that one of the following applies:
The vendor must submit initial samples for approval before serial production. P4Q shall indicate the documentation, the number of samples and the conditions to be submitted. The PPAP will be requested in cases where it is considered appropriate for non-commercial components (IT.741.02)
The supplier undertakes to report on its production capacities when these fail to meet the demand requested by P4Q.
Initial samples and their documentation will be filed, according to P4Q requirements and if this is not defined, they will be saved for the duration of the contractual relationship between the two companies.
Any exception to this requirement must be agreed upon in advance through the Purchasing Department of P4Q Electronics.
Sample acceptance or the Sample Inspection Report does not elude the supplier in its responsibility to produce under the specification.
P4Q Electronics could do audit visits to the supplier, both current suppliers, and potential proposed suppliers, to ensure that the entire system established by the supplier ensures the reliability of its supplies and meets the requirements set out in this manual.
The supplier's performance will be evaluated every year incorporating the concepts of quality of the shipped goods, service, and technical capabilities.
In this way will be done a supplier assessment of its performance at the quality, service, and delivery compliance level. and/or supply. This will be followed by the process indicated in PG.741.04 Supplier monitoring and evaluation.
The results of the evaluations will be taken into account by Purchasing when maintaining supplied parts and/or assigning new parts.
Every year, suppliers classified as B or C will be notified of the results of the assessment to take appropriate corrective action. An action plan will be requested to improve the performance.
Suppliers classified as non-"A" may be blocked for new or even existing projects. This blockage is reflected in our ERP system.
The supplier undertakes to maintain strict confidentiality about any data provided by P4Q regarding its products or customers.
At P4Q we are firmly committed to a sustainable business model, combining economic growth and social responsibility, with the environment and people.
In this sense, the supplier undertakes to strictly comply with current legislation, avoiding any conduct that is not ethically acceptable and that is not based on criteria of honesty and moral integrity. The Supplier must reject any corrupt practices, especially bribes.
We believe that the commitment to establish a Responsible Purchasing Policy is one of the most effective strategies to limit the negative effects of the environmental impact of our activity, optimize the consumption of raw materials and natural resources as well as reduce the generation of waste.
In the event that any individual clause of this agreement becomes invalid or loses its validity, the validity of this agreement will not be affected, and, in such a case, the said clause will be modified with the content closest to the original intent.
